Team Structure

Purpose

The structure of an organization is defined by its mission or purpose. Each part of the organization must be able to identify its contribution to fulfilling the mission of the organization. This is especially true with the church established by Jesus Christ. It is based on the fact that the mission of the church was stated very clearly by the Lord himself. The words of Jesus in Matthew 28: 18-20 have been, through the years, correctly interpreted as "The Great Commission" because they set forth, with clarity, the mission of the church. The mission is to be accomplished through a two-fold strategy of reaching nonbelievers through sharing the good news of the Gospel and maturing believers through the teaching of God's Word. From the moment when Jesus spoke these "commissioning" words, the church has been "God's People of Mission." The church has no other purpose!

The challenge of every church is to ensure that its structures and strategies focus on fulfilling the mission that Jesus has given His church. Fulfilling the mission of the church is to be viewed as a process, not a program. The structure described in this document is an attempt to focus the giftedness and energies of the people of First Baptist Church of Pinetop on the biblical mission mandated by Jesus Christ to be, "God's People on Mission."

Function

The type of structure presented in this document is a team concept organized around the five functions of the church. A team is defined by the participation of team members and their responsibility for the team's assigned church function. Each team member will be accountable to the team and it is essential that a team focuses on the mission of the church and be goal oriented. Each team will concentrate of the function determined by the church. A team is to be proactive by continually evaluating the effectiveness of the church function assigned to the team. Through purpose-driven planning, a team will develop and implement strategies that will contribute to energizing and strengthening the church's mission. A team leader will serve each team by coordinating team meetings, facilitating discussions, and encouraging the team to stay focused on their purpose. The team leader will represent the team on the Leadership Team and will provide a written report of team decisions and activities when the Leadership team meets each month. The report will then be included in the quarterly Church Ministry Report.

Organization

There will be no less than four and no more than eight members on a church function team and no one is to serve on more than one team, except team leaders and the pastor (they also serve on the Leadership team). The pastor will serve as an ex officio member of each team and as the team leader of the Leadership team. Team members will be asked to serve for one year at the approval of the church. The Leadership Team, as a part of the October quarterly Church Ministry Report, will present nominations for team members and team leaders to serve for the following year. During the year, the team on which a vacancy occurs shall fill that vacancy. Teams will meet monthly on the date determined in the church Calendar. The team leader may call additional meetings if more time is required for team business. The Leadership team may create additional teams, as new issues emerge requiring the focus of a team. Teams are formed to meet needs related only to fulfilling the mission of the church.

Budgeting

Each church function team will develop its annual operating budget from the portion of the projected church revenue distributed by the Resource Support Team. The distribution of projected revenue for church function teams will be based on priorities determined by the Leadership Team. After deducting fixed expenses, staff compensation, office operating expenses, and setting the percentages of missions support, the Resource Support Team will inform all teams of their portion of the budget revenue by July 1st. Teams will submit a completed team budget to the Resource Support Team by August 15th of each year. The Resource Support Team will then compile a composite budget for presentation through the Leadership Team to the church as a part of the October quarterly Church Ministry Report. Once the total budget has been approved by the church, each team is responsible for managing its budget. All team requests for budget expenditures must be supported by a requisition form signed by the team leader or other persons designated by the team.

Process

Team members will contribute information and recommendations for each team's agenda. Recommendations received in writing from non-team church members and the Leadership team will also be considered in team discussions. The team will focus discussions on its assigned church function and decisions made by the team will be reported to the church through the Leadership team as a part of the quarterly Church Ministry Report. Teams are to follow through by implementing the decisions of the team, except when issues require prior church approval (expenses exceeding team budget, paid staff, or constitutional requirements). Expenses exceeding team budget, paid staff, and constitutional compliance issues are to be processed through the Resource Support Team and reported to the church through the Leadership team. Upon church approval, it is then the responsibility of the team to oversee the implementation of the decision. Leaders responsible for ministries related to each church function will provide monthly written reports to the appropriate team. The church function teams related to programs, organizations and ministries as initiator, implementers, evaluators and supporter. The church function teams will evaluate all ministries on the basis of its contribution to the mission of the church.
